The best practice model for SFDC is one lead should be open. This is also very helpful for Eloqua as when you have more than one lead open at once, Eloqua will only be able to pull the most recently modified lead information into its database and things can go wrong fast when there is more than one lead that is open. The activity stream is the preferred way to handle leads that are already in the system that haven't converted yet. I'm a big fan of Prospect Profiler. If you have it then your sales team can set up web alerts when either a particular person with an email or a business email domain goes to your company website they can get a notification via email. It also allows them to be able to see the digital body language of a lead or contact so that when they make a call they are able to talk about what the person is interested in (just not in a big brother sort of way. No, "I see that you were on our website ...")
