I don't think it's at all unreasonable to push soft bounces through to the next step, if it makes sense in the campaign. For example, we always get a few people stuck on the reminder email stage of a webinar campaign. OK, so they didn't get the reminder, but they might still attend. So we want to take attendance and find out if they attended. That step is handled by a cloud connector, but since they are stuck on the reminder email, they never pass through the cloud connector.
So I'd be very interested in an answer to this question as well. The only thing I can think of at the moment is to split the campaign up into multiple pieces, where you first add contacts to the next campaign and then try to send them the email, but that's not really practical.
